St. Paul’s Quadrant Area Plan

Strengthening St. Paul’s Quadrant as an inviting neighborhood for all
St. Paul’s Quadrant, a 115-acre district next to downtown Norfolk, was home to an aging public housing project, cut off from surrounding neighborhoods by hard-to-cross streets and prone to chronic flooding. Working closely with the city and area residents, Goody Clancy developed a plan for strengthening the Quadrant as an inviting neighborhood for residents of all incomes.
Currently advancing through the federal Choice Neighborhoods Initiative, the plan:
- Provides a vision and redevelopment framework for St. Paul’s Quadrant as a pedestrian-friendly, mixed-use community with retail, parks, and a mix of housing—including replacement of 618 public housing units and development of new market-rate housing
- Identifies potential for more than 2,000 housing units and 500,000 SF of retail and/or office uses that will add significant vitality to the neighborhood
