- University district and community plans where educational institutions provide leadership that often blurs traditional campus boundaries—to strengthen neighborhoods, main streets or downtowns, or to launch innovation districts
- Campus sector plans that focus on redefining a portion of a campus to accommodate new or changing programs or other institutional needs
